The Greater Port Harcourt City Development Authority is a government agency established by the Rivers State Government under Law No. 2 of 2009. It was created to oversee and support the implementation of the Greater Port Harcourt master plan.
The authority is responsible for driving the region’s development by translating government policies into practical outcomes, particularly in the provision of modern infrastructure and essential social services across the Greater Port Harcourt area.
About Rivers State
Rivers State, in southern Nigeria, is a key oil and gas hub with 23 Local Government Areas and major facilities like refineries, petrochemical, fertilizer, and LNG plants. It plays a major role in Nigeria’s hydrocarbon production and foreign exchange earnings.
The state also has untapped solid minerals like silica sand, glass, and clay. Its capital, Port Harcourt, is a major commercial city with a busy seaport, international airport, and the eastern end of Nigeria’s railway system.

Principal Officers
The Authority Membership is composed of a part-time chairman, an administrator, six qualified professionals in the field of estate management, surveying, engineering, urban planning, architecture, quantity surveying, building and law. It also includes representatives of the ministries of Justice, Land Survey, Urban Development, Works, Environment and two persons representing NGOs and other stakeholders.
