At the inception of the Administration on October 26th, 2007, His Excellency, Rt. Honourable Rotimi Chibuike Amaechi made a firm commitment to Rivers people that he will regenerate Port Harcourt the capital City of the State which had fallen into a monumental state of decay and abandonment.

To give effect to this commitment, the Governor established the Greater Port Harcourt Development Committee (GPHDC) under the supervision of the Deputy Governor, His Excellency, Engr. Tele Ikuru with the mandate to examine the nature of the urban decay and propose corrective actions. Rivers State Government thereafter engaged Arcus GIBB, Proprietary Limited (a South African multi disciplinary engineering firm) to study and propose a Master Plan for the future development of the City.  The Greater Port Harcourt Master Plan was subsequently prepared and   presented to the general public on the 2nd of April 2009.

To provide the requisite institutional/legal framework and ensure that the development plan is implemented, the State Executive Council initiated an Executive Bill for the establishment of the Greater Port Harcourt City Development Authority.  The Bill was passed by the Rivers State House of Assembly on the 24th day of March 2009 and signed into Law by the Governor on the 2nd of April 2009.

This Information Brochure is a compilation of Frequently Asked Questions (FAQs) drawn from enquiries received by the Authority and the experience of Management.  It is hoped that it will enlighten the public on a number of important questions including the Government's   rationale for the strategic development of the State, the role and responsibilities of the Authority, the areas covered by the Master Plan, the Phases and programme of development such as phase 1.  It is also intended to rekindle the interest of the private sector on the limitless business opportunities available.

This booklet also serves as an introductory guide which will help developers, investors and stakeholders in understanding the issues of land acquisition\allocation and the processes of obtaining planning and development permissions from the Authority.
